E-Mail notification for dead stations

The regularly transmitted Flarm-sentences can be used as heartbeat signal of a station. If this hearbeat stops, a station is considered dead after a certain time period. Once a station is pronounced dead, an e-mail shall notify the station's operator of the death of his station. This will hopefully lead to maintenance activities and the rebirth of the station.
